           ينظم مختبر الدراسات السياسية والقانون العام بجامعة سيدي محمد بن عبد الله بفاس بالتعاون مع مركز الدراسات الجيوسياسية – كرسي راؤول دونديرو بجامعة كيبيك بمونتريال (UQAM) وجامعة شرق فنلندا مؤتمرا دوليا بعنوان « نحو أجندة جديدة لدراسات الأسوار الحدودية »، بمدينة فاس في الفترة ما بين 13 و 16 فبراير 2024.

          يسعى هذا المؤتمر إلى إعادة التفكير بشكل موسع في تنامي عمليات تحصين الحدود وتأثيراتها، من خلال تفكيك الخطاب الذي تم إنتاجه حتى الآن بشكل أساسي في عالم الشمال. ومن أجل ضمان مشاركة عدد مهم من الأكاديميين من دول الجنوب، ممن يُراهَن عليهم في إعادة التفكير هذه، فقد تقرر عقد هذا المؤتمر في المغرب، نظرا لموقعه الجغرافي.

الأهداف

الهدف العام: إعادة التفكير في العمليات المتسارعة لتحصين الحدود، بهدف إرساء الأسس لأجندة جديدة لدراسات الأسوار الحدودية، في أفق تجاوز المركزية الغربية في تحليل هذه الظاهرة.

الهدف العلمي: إنشاء فضاء متقدم وريادي لإجراء نقاش معمق حول تجديد دراسات الأسوار الحدودية في اتجاه بناء شبكة أبحاث شاملة ومبتكرة ومتعددة التخصصات وتعزيز أدائها.

أسئلة المؤتمر الرئيسية

ما هو دور الأسوار الحدودية في ترسيخ الأمن/عدم الأمن؟ كيف يؤدي تحصين الحدود وتجهيزها بأحدث التقنيات التكنولوجية المتطورة (technologisation) إلى إعادة تعريف الفضاءات الحدودية والتنقل؟ ما هي القوى الدافعة وراء تسريع هذه العملية وأثرها؟ كيف يمكن إدماج وجهات نظر عالم الجنوب في النقاش العالمي بشأن التنقل المتأثر بالأسوار الحدودية؟ كيف يمكن تطبيق اللامركزية في تحليل عملية تحصين الحدود؟ ما هو دور الأكاديميين والمجتمع المدني وصناع القرار السياسي؟ إلى أي مدى يساهم إضفاء الطابع الخارجي (externalization) على الحدود والتشديد في سياسات الهجرة في تحصين الحدود في عالم الجنوب؟ كيف يمكن تعزيز أجندة بحثية مشتركة تضمن ديمومة تعاون علمي متعدد الاتجاهات؟

يتوخى المؤتمر تحسين فهمنا للأسوار الحدودية في السياق الوطني والإقليمي من خلال: 1) تجميع خبرات الباحثين، 2) استخدام الإنتاج العلمي الحديث، 3)  تعبئة التحليل متعدد المقاييس (multiscale analysis) بطريقة مبتكرة 4) الاستفادة من قراءات ما بعد الاستعمار لإعادة النظر في تحليل عمليات تحصين الحدود.

ستركز المناقشة على أربعة محاور: 1) ديناميات الحدود المعاصرة؛ 2) الحدود المسورة في سياق وطني ودولي؛ 3) تحليل متعدد المقاييس للأسوار في ثنائية جنوب-شمال؛ و 4) الأسوار في سياق التحرر من الاستعمار.

Towards a New Agenda for Border Wall Studies

 

International conference organized by Sidi Mohamed Ben Abdellah University in Fez in collaboration with UEF and UQAM

The Political Studies and Public Law Laboratory at Sidi Mohamed Ben Abdellah University in Fez in collaboration with the Center for Geopolitical Studies – Raoul-Dandurand Chair at the University of Québec at Montréal (UQAM) and the University of Eastern Finland is organizing an event entitled « Towards a new agenda for border wall studies », to be held in Fez between February 2024 13th and 16th. The aim of this event is to substantially rethink the acceleration of border fortification and its impact, by decentring the analysis hitherto produced essentially in the North. In order to ensure that academics from the South, who are key to the process, are predominantly represented, and given the difficulties associated with South-North mobility, it was decided to hold this event in Morocco, because of its geographical position.

Objectives

The general objective of this conference is to rethink the dynamics at work in the process of the ever accelerating fortification of borders, by de-centering the often Western-centric analysis of the process of enclosure and its consequences, with the aim of  laying the foundations for a new agenda for the study of border walls.

Our scientific objective is to create a unique and unprecedented space for in-depth discussions around the renewal of border wall studies to foster the establishment of an inclusive, innovative and multidisciplinary research network.

Some key questions will be addressed: What role does the border wall play in establishing (in)security? How do the fortification of the border and its ‘technologisation’ redefine border spaces and mobility? What are the driving forces behind the acceleration of this process and its impact? How can the perspectives of the Global South on mobility affected by walls be integrated? How can we decentralize the analysis of the border fortification process? What is the role of academics, civil society and political decision-makers? How much does the externalization of borders and the extraversion of migration policies play  in border fortification in the Global South? How can we foster a combined research agenda that is free of extractive logic but ensures the permanence of multidirectional exchanges?

Our aim is to improve our understanding of border walls in a national and regional context, 1) by pooling the expertise of the researchers brought together, 2) by using recent scientific production, 3) and above all by mobilizing multiscalar analysis in an innovative way 4) by taking advantage of postcolonial readings to redefine the very analysis of the fortification process. The discussion will focus on four themes:: 1) contemporary border dynamics; 2) the walled border in a national and international context; 3) a multiscalar analysis of the wall in South-North terms; and 4) walls in a decolonial context.

 The particular objective of this conference is to lay the foundations for a new agenda of border wall studies that can benefit the border studies community as a whole. It is also about helping to forge closer links between researchers from distinct geographical areas that tend to coexist but rarely cross paths, and to benefit fully from these exchanges.

Vers un nouvel agenda d’étude des murs frontaliers

Conférence internationale organisée par l’Université Sidi Mohamed Ben Abdellah de Fès en collaboration avec l’UEF et l’UQAM

Le Laboratoire des Etudes Politiques et du Droit Public à L’Université Sidi Mohamed Ben Abdellah de Fès en collaboration avec l’Observatoire de géopolitique de la Chaire Raoul-Dandurand à l’Université du Québec à Montréal (UQAM) et l’Université de Eastern Finland organise un événement  intitulé « Vers un nouvel agenda d’études des murs frontaliers », qui se tiendra à Fès du 13 au 16 février 2024. L’objectif de cet événement est de repenser de manière substantielle l’accélération de la fortification des frontières et ses impacts, en décentrant l’analyse produite jusqu’à présent essentiellement dans le Nord. Afin d’assurer une représentation majoritaire des universitaires du Sud, qui sont au cœur du processus, et compte tenu des difficultés liées à la mobilité Sud-Nord, il a été décidé d’organiser cet événement au Maroc, en raison de sa position géographique.

L’objectif général de cette conférence est de repenser les dynamiques à l’œuvre dans le processus de fortification toujours plus rapide des frontières, en décentrant l’analyse souvent occidentalo-centrée du processus d’enfermement et de ses conséquences, dans le but de poser les bases d’un nouvel agenda pour l’étude des murs frontaliers. Notre objectif scientifique est de créer un espace unique et sans précédent pour des discussions approfondies autour du renouvellement des études sur les murs frontaliers afin de favoriser l’établissement d’un réseau de recherche inclusif, innovant et multidisciplinaire.

Quel rôle joue le mur frontalier dans l’établissement de l'(in)sécurité ? Comment la fortification de la frontière et sa « technologisation » redéfinissent-elles les espaces frontaliers et la mobilité ? Quels sont les moteurs de l’accélération de ce processus et de son impact ? Comment intégrer les perspectives du Sud sur la mobilité affectée par les murs ? Comment décentraliser l’analyse du processus de fortification des frontières ? Quel est le rôle des universitaires, de la société civile et des décideurs politiques ? Dans quelle mesure l’externalisation des frontières et l’extraversion des politiques migratoires jouent-elles un rôle dans la fortification des frontières dans les pays du Sud ? Comment pouvons-nous favoriser un programme de recherche combiné qui soit exempt de toute logique extractive mais qui garantit la permanence des échanges multidirectionnels ?

Il s’agit ici 1) en mutualisant l’expertise des chercheurs réunis, 2) en utilisant la production scientifique récente, 3) et surtout en mobilisant l’analyse multiscalaire de manière innovante 4) en profitant des lectures postcoloniales pour redéfinir les termes de l’analyse des frontières fortifiées. La discussion se concentrera sur quatre thèmes : 1) les dynamiques frontalières contemporaines ; 2) la frontière fortifiée dans un contexte national et international ; 3) une analyse multiscalaire du mur en termes Sud-Nord ; et 4) les murs dans un contexte décolonial.

Il s’agit ici de  jeter les bases d’un nouveau programme d’études sur les murs frontaliers qui puisse bénéficier à l’ensemble de la communauté des études frontalières et d’aider à forger des liens plus étroits entre les chercheurs de zones géographiques distinctes qui ont tendance à coexister mais se croisent rarement, et de tirer pleinement parti de ces échanges.
